Coal’s Painful Legacy


Coal is America's dirtiest energy source, and the country's leading source of global warming pollution. Pollution from coal plants produces dirty air, acid rain, and contaminated land and water. The coal energy we consume locally also has other far-reaching adverse effects.  A significant portion of the coal burned at the local power plants comes from the removal of mountaintops in Central Appalachia.  When coal is mined, workers are subject to hazardous working conditions and commonly have health issues related to black lung disease.  Coal also has to be transported long distances by rail which results in the burning and consumption of even more fossil fuels.

Coal mining has ripped apart communities.  A 2011 report published by Harvard found that coal mining takes a $75 billion dollar toll on Appalachia alone each year by damaging its environment and poisoning its people.  Mountaintop removal mining uses explosives to remove the tops of mountains and expose thin seams of coal.  The mountaintop debris is dumped into neighboring valleys, which poses significant threats to local water supplies.  According to a 2005 environmental impact statement, nearly 2,000 miles of Appalachian streams have already been buried or contaminated.

The coal industry has spent tens of millions of dollars trying to deceive the American public into believing that the age of coal is here to stay, and that the country has no other option to power its schools, places of worship, and businesses.  The industry spent big because it knows that the exact opposite is true, the age of coal is over and the technologies are with us today to ditch coal for good.

At every stage of its life, coal does serious damage.  Coal is the top contributor to climate change, is a leading cause of mercury pollution, and continues to scar mining communities in untold ways.  Coal is also a threat to our economic security.  The Harvard report found that “the life cycle effects of coal and the waste stream generated are costing the U.S. public a third to over one-half of a trillion dollars annually.”

A Change For The Better

Wind power, electricity generated by capturing the wind's energy with modern wind turbines, is one of the lowest-cost, renewable electricity alternatives currently available. Wind power is a clean, domestic electricity resource that has seen a tremendous amount of growth and technology improvement over the past several years.

Utility-scale wind farms can provide rural areas with significant investment and offer farmers new sources of revenue by opening their land to new energy development, while at the same time allowing present farming activities to continue virtually unchanged.

NextEra Energy Resources (traded on the New York Stock Exchange - Symbol: NEE), has proposed a wind energy project in Marshall and Fulton Counties.  NextEra is the largest wind generator in North America with 85 facilities currently in operation.  The proposed project will produce clean, affordable energy for the region while placing no demands on local schools and other services.  Wind farms are also compatible with existing land use, preserving rural nature and agricultural use. Fossil fuels on the other hand are dirty, dangerous, finite, and leave irreparable damage to the landscape.

The electricity consumed in Marshall County currently comes from the following sources: 72.9% coal, 22.3 nuclear, 2.9 gas, 0.3 oil, 0.6 hydro, 0.5 non-hydro renewable.  Rising demand, volatile prices and national security concerns have created a need for a more diverse energy supply.  Fortunately, we have the technologies right now to begin our transition to an energy system powered by clean, renewable energy sources.  Wind plays a major role in the increasing demand for electricity.  It’s abundant and has the potential to provide nearly 10 times the country’s existing power needs.  Wind power fosters rural economic development, and energy price stability (by sidestepping fossil-fuel price volatility).  The transition to renewable energy, coupled with improved energy efficiency, will create new jobs, decrease our exposure to toxic pollutants like mercury, and help to stabilize changes in the climate.

The US Department of Energy estimates that wind alone can power 20 percent of the US grid within 10 years.  The Intergovernmental Panel on Climate Change (IPCC) found that with the right policies in place, renewable energy can supply up to 43% of energy in 2030 and 77% by 2050. Together with improved energy efficiency, we could be well on our way to a zero carbon world.

The U.S. is making progress, but there’s much work left to do.  In 2010, renewable energy accounted for just 10.9% of our energy production, but that was an increase of 5.6% over 2009.  In the same period, China increased renewable energy by 13% over the previous year and is leading the world in the installation of wind turbines. Wind is homegrown, free, clean, and abundant, it’s time to cash in on this energy source.

Sadly, Another Week of Coal Deaths and Destruction

On Friday morning around 6:30am EDT, at the Armstrong Coal Company's Equality Boot Mine in Centertown, Kentucky, two miners were killed when a wall collapsed. Coroner Larry Bevil says the men were likely killed immediately by the rock pile. Several other people were also injured from the incident.

The latest coal ash spill happened Monday in Oak Creek, Wisconsin, at the We Energies Oak Creek Power Plant. A large section of bluff collapsed next to the power plant, sending toxic coal ash and mud cascading into the lake as well as dumping buildings, fuels, equipment, and other debris into Lake Michigan.

Since the TVA disaster, the coal industry has been lobbying hard to block the EPA from establishing protections regulating coal ash. Just two weeks ago the industry successfully lobbied the U.S. House of Representatives to pass a bill stripping the EPA of the authority to protect Americans from coal ash.

These disasters are even more tragic reminders of why the energy status quo has got to go. Pollution and other accidents from fossil fuels continue to kill and communities remain at risk and unprotected. It's high time to develop a more diversified, less deadly, and sustainable energy portfolio.

These projects will help to offset the tremendous amounts of pollution and wastes that are generated through traditional coal-fired power plants. RESOLUTION FOR THE REDUCTION OF POLLUTION AND OTHER WASTES
FROM THE GENERATION OF ELECTRICITY

Whereas, the policy of the Marshall County Solid Waste Management District is to reduce waste as well as lessen its hazardous characteristics through the application and encouragement of source reduction as well as other alternatives as set forth in the District’s 20 year waste management plan and IC 13-7-1-1(b); and

Whereas, the Marshall County Solid Waste Management District ("District") is a waste management district under IC 13-9.5, and is responsible for following the waste management plan and meeting the waste reduction goals; and

Whereas, the replacing of waste generating fossil fuels with clean, non-polluting renewable energy sources will benefit the health, safety, and welfare of the citizens of Marshall County;

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

We the members of the District Citizen’s Advisory Committee do hereby advocate diversifying the local electric energy mix including the establishment and implementation of non-waste generating renewable energy projects.

Coal Is By Far the Deadliest Energy Source

For every person killed by nuclear power generation, 4,000 die due to coal, adjusted for the same amount of power produced. Not included in this chart are deaths due to global political instability involving oil fields, deaths from coastal flooding and deaths due to environmental impacts yet unmeasured, all of which skew it even more.

The World Health Organization compiled peer reviewed health studies on air pollution from many institutions. Occupational health and safety statistics track the deaths of workers in the different industries. About 1 million deaths/year can be attributed to coal air pollution. Coal generates about 6,200 TWh out of the world total of 15,500 TWh of electricity. This would be 161 deaths per TWh.

These figures do not include deaths caused during transportation. The more trucking and rail transport is used then the more deaths there are. In the USA, moving 1.2 billion tons of coal takes up 40% of the freight rail traffic and a few percent of the trucking.

As people debate the costs and benefits, the pros and cons, of various energy sources to power our future, we should all remember: coal is dangerous, dirty, and not as "cheap" as advertised. Our focus should be on phasing out the most dangerous energy sources first.

We've been led to believe that we can’t live without coal - that it is cheap, creates jobs, keeps our economy churning, and can be "clean" - when in fact none of those things are hard and fast truths. Rather, they're mostly lies. Coal kills. It's not as cheap as advertised, especially when all of the external costs (health, lost jobs to labor-light mountaintop removal mining, ecosystem degradation, water contamination, and so on) are considered. Not to mention it's a ticking time bomb for our atmosphere and climate.

Latest Information for the Proposed Marshall / Fulton County Wind Farm (map update - 11/30/2011)

In a recent presentation to the Plymouth Rotary Club, NextEra’s project manager indicated that they are looking at roughly 63 wind turbines, two-thirds of which would be located in Marshall County with the balance in Fulton County.

The wind turbine technology they would use has not yet been decided, however GE's 1.6 MW, 100 meter rotor diameter wind turbine is a new standard in wind generation. Its total height is approximately 80 meters to the hub (262 feet) and a 48.7 meter blade (159 feet) for a total height of 421 feet. More information on these wind turbines can be found here.

Public Health and the Externalized Costs of Coal


Coal-fired power plants have been linked to developmental defects in 300,000 infants born at risk because of their mother's exposure to toxic mercury pollution from coal plants.  Asthma rates are skyrocketing in communities exposed to particulates from burning coal, and now 1 out of 10 children suffers from asthma. 

The Impaired Indiana Waterbodies (303d) list identifies water bodies that do not meet federal water quality standards. Within this report, both Lake Maxinkuckee in Marshall County and the Tippecanoe River in Fulton County are identified as having mercury levels that do not meet federal standards.  Moreover, due to mercury contamination, the Indiana State Department of Health consumption advisory suggests adult men not to eat more than one meal per month of Walleye caught from Lake Max.  Children and women of child-bearing age have even greater restrictions.

In 2010, Abt Associates issued a study commissioned by the Clean Air Task Force, a nonprofit research and advocacy organization, quantifying the deaths and other health effects attributable to fine particle pollution from coal-fired power plants.  Fine particle pollution consists of a complex mixture of soot, heavy metals, sulfur dioxide, and nitrogen oxides.  Among these particles, the most dangerous are those less than 2.5 microns in diameter, which are so tiny that they can evade the lung's natural defenses, enter the bloodstream, and be transported to vital organs.  Impacts are especially severe among the elderly, children, and those with respiratory disease.  The study found that over 13,000 deaths and tens of thousands of cases of chronic bronchitis, acute bronchitis, asthma, congestive heart failure, acute myocardial infarction, dysrhythmia, ischemic heart disease, chronic lung disease, and pneumonia each year are attributable to fine particle pollution from U.S. coal plant emissions.  These deaths and illnesses are major examples of coal's external costs.  To monetize the health impact of fine particle pollution from each coal plant, Abt assigned a value of $7,300,000 to each 2010 mortality, based on a range of government and private studies.  Valuations of illnesses ranged from $52 for an asthma episode to $440,000 for a case of chronic bronchitis.

Using data from this report, the following deaths and diseases can be attributed to fine particle pollution from the local coal power plant.

Nearly One Quarter of U.S. Greenhouse Gas Emissions Come From Fossil Fuels Mined and Drilled on Public Lands


A new report shows that 23 percent of total U.S. greenhouse gas emissions come from oil, gas, and coal extracted from federal lands and waters.  Under Executive Order 13514, all federal agencies were required to “report and reduce greenhouse gas pollution,” which included items such as energy use, fuel consumed by government fleets, and methane generated by landfill waste.

This analysis suggests that ultimate GHG emissions from fossil fuels extracted from federal lands and waters by private leaseholders in 2010 could be more than 20-times larger than the estimate reported.  Approximately 44% of coal, 36% of crude oil, and 18% of natural gas produced in this country are extracted from public lands, which combined create an astounding amount of carbon released into the atmosphere.

That fact is critically important as our government considers strategies to reduce emissions over the coming years.  Federally-managed lands and waters provide a unique opportunity in this process due to their extent and geographic diversity.
